His Excellency the Chairman of the Fund for the Reconstruction of Areas Affected by Terrorist Operations Chairs the Fourth Meeting of the Board of Trustees for 2026

His Excellency the Chairman of the Fund for the Reconstruction of Areas Affected by Terrorist Operations, Engineer Saad Amin Faisal Al-Jubouri, chaired the fourth meeting of the Board of Trustees for 2026, which was held today in the meeting hall of the Ministry of Migration and Displacement in Baghdad, in the presence of a number of governors, undersecretaries of ministries, and relevant authorities.

The meeting was attended by the governors of Kirkuk and Salah al-Din, representatives from the governorates of Baghdad, Babylon, and Diyala, as well as undersecretaries from the Ministries of Health, Migration and Displacement, Housing and Construction, and Education, in addition to the Vice Chairman of the Fund, representatives of the Secretaries-General of the Ministries of Defense and Interior, a representative of the Kurdistan Region, and senior staff of the Fund.

The meeting was attended by the Governors of Kirkuk and Salah al-Din, representatives from the governorates of Baghdad, Babylon, and Diyala, as well as the undersecretaries of ... representative of the Secretary-General of the Ministries of Defense and Interior, a representative of the Kurdistan Region, and senior staff of the Fund.

The Council discussed, according to the session's agenda, the first quarter report for 2026, which included the Fund's most prominent activities and achievements during April, May, and June, in addition to monitoring the progress of projects and investment plans in the governorates covered by the Fund's work.

His Excellency stressed the need for the governorates of Anbar, Nineveh, Baghdad, and Diyala to complete the requirements for including projects in the 2024 investment plan. He also indicated that a representative from Diyala Governorate should be appointed to liaise with the Fund and the Ministry of Planning to finalize the necessary procedures.

His Excellency further emphasized the need for prior coordination regarding proposed road projects within the governorates' plans, explaining that some proposals cannot be implemented within the Fund's operational mechanisms unless they meet the necessary technical requirements. His Excellency also mentioned that he will approach the Prime Minister to facilitate the financing procedures for the projects undertaken by the Fund to ensure their continuity. He added that he will also approach the Ministry of Finance and Planning to compensate the Reconstruction Fund for the financial allocations of the 2027 Special Programs Plan, as the Fund was deprived of allocations during the past three years (2023, 2024, and 2025), which has hindered reconstruction opportunities in the affected areas. His Excellency also addressed the importance of security in the areas where projects are being implemented, in coordination with the Ministries of Defense and Interior, to ensure the smooth progress of the Fund's projects. He further emphasized the pivotal role of the Ministry of Migration and Displacement in facilitating the voluntary return of displaced persons by closing displacement files and providing financial grants and logistical support after the Fund's projects are completed. These projects aim to stabilize citizens and facilitate their reintegration after rehabilitating infrastructure and providing them with the means for a dignified life in their original areas.
