His Excellency the Chairman of the Fund for the Reconstruction of Areas Affected by Terrorist Operations Chairs the Third Meeting of the Board of Trustees for 2026
His Excellency the Chairman of the Fund for the Reconstruction of Areas Affected by Terrorist Operations, Engineer Saad Amin Faisal Al-Jubouri, chaired the third meeting of the Board of Trustees for 2026, which was held today in the meeting hall of the Ministry of Planning in Baghdad, in the presence of a number of governors, undersecretaries of ministries, and relevant authorities.The meeting was attended by the governors of Diyala, Salah al-Din, Kirkuk, Babylon, and Baghdad, as well as the undersecretaries of the Ministries of Planning, Migration and Displacement, Health, Electricity, and Water Resources, in addition to the Vice Chairman of the Fund, representatives of the Secretary-General of the Ministries of Defense and Interior, a representative of the Kurdistan Region, and senior staff of the Fund.The meeting was also attended by the Governors of Diyala, Salah al-Din, Kirkuk, Babylon, and Baghdad. The Council discussed, according to the session's agenda, the first quarter report for 2026, which included the Fund's most prominent activities and achievements during January, February, and March, in addition to monitoring the progress of projects and investment plans in the governorates covered by the Fund's work.
His Excellency the Chairman of the Fund also discussed a number of important issues, including promotions for Fund employees and the challenges related to the lack of funding for the investment budget's current account and the resulting impact on the implementation of projects included in the plan.His Excellency emphasized the importance of governors directing the relevant authorities in their respective governorates to take into account the increases in estimated project costs when preparing new proposals due to tax and customs procedures, in order to ensure the accuracy of financial estimates and the sound implementation of projects.
He also pointed out the necessity of prior coordination regarding road projects proposed within the governorates' plans, explaining that some proposals cannot be implemented within the Fund's operational mechanisms unless they meet the necessary technical requirements. His Excellency also addressed the halt in the commencement of the project to demolish and rebuild Ibn Sina High School in Salah al-Din Governorate due to the occupation of the project site by the security forces (army) stationed there. He stressed the importance of addressing this issue in coordination with the relevant authorities to enable the commencement of the project and its implementation according to the specified timetables.
