In the presence of governors and undersecretaries, the Chairman of the Reconstruction Fund for Areas Affected by Terrorist Operations chaired the fourth Board of Trustees session for 2025.
His Excellency Engineer Saad Amin Al-Jubouri, Chairman of the Reconstruction Fund for Areas Affected by Terrorist Operations, chaired the fourth Board of Trustees session for 2025, which was held today in the Grand Hall at the Baghdad Governorate headquarters.
The meeting was attended by the governors of Baghdad, Diyala, Babil, Kirkuk, and Salah al-Din, along with the undersecretaries of the Ministries of Health, Electricity, Finance, Migration and Displacement, Water Resources, and Housing and Construction, as well as representatives from the Ministries of Defense and Interior, and a representative from the Kurdistan Region.
The meeting was also attended by the Fund's Vice President, the heads of the Engineering, Contracts, and Auditing departments, and the Finance, Planning, and Legal Affairs officials, along with the Secretary of the Board of Trustees and the Fund's Public Relations and Media Officer.
His Excellency the Fund's President began the session by reciting Surat Al-Fatihah in memory of the martyrs of the Hypermarket Mall incident in Wasit Governorate.
During the session, the Board discussed the proposals and recommendations on the agenda related to service projects in the liberated governorates. The first quarter report for 2025 was also reviewed and its detailed comments discussed.
His Excellency emphasized that the delay in nominating the resident engineer and forming the receiving committees negatively impacts the progress of project implementation, emphasizing the importance of overcoming these obstacles to ensure project completion within the specified timeline.
His Excellency explained the need to oblige beneficiary entities, through their representatives in the resident engineer departments, to hand over work sites and implement projects in accordance with the coordinates and plans approved by the Ministry of Planning, which were prepared in advance based on the proposals of those entities. His Excellency also highlighted the importance of implementing occupational safety and civil defense procedures in all projects being implemented in the liberated governorates, emphasizing the need to include an integrated firefighting system within the approved safety requirements.
