In the presence of governors and undersecretaries, the Chairman of the Reconstruction Fund for Areas Affected by Terrorist Operations chairs the fifth Board of Trustees meeting for 2025.
His Excellency Engineer Saad Amin Al-Jubouri, Chairman of the Reconstruction Fund for Areas Affected by Terrorist Operations, chaired the fifth Board of Trustees meeting for 2025, which was held today in the Sumer Hall at the Higher Institute for Leadership Preparation and Qualification in Baghdad.
The meeting was attended by the governors of Salah al-Din, Diyala, Babil, and Kirkuk, as well as the undersecretaries of the Ministries of Planning, Industry and Minerals, Migration and Displacement, Health, Education, Reconstruction and Housing, Finance, Electricity, and Water Resources. Representatives of the Secretary-Generals of the Ministries of Defense and Interior, heads of the Engineering, Contracts, and Auditing Departments, finance, planning, public relations, and media officials, and the Secretary of the Board of Trustees were also present.
The meeting discussed the second quarter report for 2025, along with proposals and recommendations on the agenda related to service projects in the liberated governorates.
His Excellency the Chairman of the Fund emphasized that project implementation is a shared responsibility between the Fund and the governorate, starting from the project initiation stage until its initial and final delivery. He called on the governors to direct the relevant departments and divisions in their governorates to fully coordinate with the Fund to ensure completion of work within the specified timeframes.
His Excellency explained that the Fund bears no responsibility for the administrative confusion resulting from the submission of plans by more than one party, emphasizing the importance of cooperation and joint coordination to improve service delivery in the liberated governorates and achieve the best results for citizens.
