Chairman of the Reconstruction Fund for Areas Affected by Terrorist Operations Chairs the Third Session of the Board of Trustees for 2025
His Excellency Engineer Saad Amin Al-Jubouri, Chairman of the Reconstruction Fund for Areas Affected by Terrorist Operations, chaired the third session of the Board of Trustees meeting for 2025, which was held today in the Baghdad Hall of the General Secretariat of the Council of Ministers in Baghdad.
The meeting was attended by the governors of Baghdad, Anbar, Salah al-Din, Kirkuk, Diyala, and Babil, along with the undersecretaries of the Ministries of Industry and Minerals, Migration and Displacement, Health, Electricity, Finance, and Water Resources, as well as representatives of the General Secretariats of the Ministries of Defense and Interior, the Fund's Vice President, the heads of the Engineering, Contracts, and Auditing departments, the Finance, Planning, and Legal Departments, the Secretary of the Board of Trustees, and the Fund's Public Relations and Media Officer.
The Council, chaired by His Excellency the Chairman of the Fund, discussed the proposals and recommendations included in the agenda related to service projects in the liberated governorates. The importance of discussing the 2024 annual report and approving the Fund's 2025 project plan was also emphasized, including procedures for merging projects, deleting completed projects, and completing the procedures for approving the plan.
In his speech at the meeting, His Excellency the Chairman of the Fund emphasized that supporting and stabilizing the affected governorates is a priority for the Fund, and that we are proceeding with implementing reconstruction plans with transparency and efficiency in coordination with all relevant parties. His Excellency explained that the approval of the 2025 project plan represents an important step towards addressing service challenges and enhancing social stability. He added that we are working diligently to ensure that governorates' rights from previous years' allocations are not wasted, as they represent the cornerstone of reconstruction efforts.
At the conclusion of the session, His Excellency stressed the need to obtain a decision not to deprive them of 2023 project allocations, given their importance in supporting reconstruction efforts in the affected areas within the Fund's scope of work.
