His Excellency the Chairman of the Fund for the Reconstruction of Areas Affected by Terrorist Operations chairs the second meeting of the Board of Trustees for 2026
His Excellency the Chairman of the Fund for the Reconstruction of Areas Affected by Terrorist Operations, Engineer Saad Amin Al-Jubouri, chaired the second meeting of the Board of Trustees for 2026, which was held today in the meeting hall of the Ministry of Construction, Housing, and Municipalities in Baghdad.
The meeting was attended by the governors of Diyala, Salah al-Din, Kirkuk, and Babylon, as well as the undersecretaries of the Ministries of Migration and Displacement, Health, Construction and Housing, Electricity, Water Resources, Education, and Finance, the Vice Chairman of the Fund, representatives of the Secretaries-General of the Ministries of Defense and Interior, and senior staff of the Fund.
Based on the agenda of the second session, His Excellency the Chairman of the Fund discussed a number of vital issues related to the Fund's operations and the challenges facing project implementation.
He addressed the issue of the Fund's operational budget not being funded and its direct impact on the continuity of work, in addition to discussing the financing of completed projects within the investment budget. His Excellency emphasized the need to find financing mechanisms to ensure the continuity of projects.
He also clarified the matter of obtaining the necessary approvals from relevant authorities, particularly the Ministry of Finance, to address the situation of the Fund's employees and secure their salaries within the legal framework. Furthermore, he discussed working to exempt the Fund from certain regulations that impede the speed of project completion, based on the General Budget Law.
In the same vein, His Excellency discussed the mechanism for granting exemptions within the regulations for implementing government contracts, with the aim of facilitating contracting procedures and accelerating the pace of work. He also addressed the delays caused by some beneficiary entities in auditing and reconciling statements, which slows down project completion. His Excellency reviewed the reasons for the suspension of several Fund projects due to a lack of financial allocations, in addition to projects halted due to change orders referred to the Ministry of Planning, which have not yet been resolved.
He stressed the importance of expediting the resolution of these matters.
His Excellency also pointed out the issue of delays in releasing financial advances to implementing companies by the Ministry of Planning, particularly for projects funded under the Emergency Food Security Support Budget, given its direct impact on completion rates.
